In recent years, Russia’s foreign policy and behavior have become increasingly self-assertive and the rhetoric of its leaders increasingly hostile. Accordingly, some in the West have viewed with trepidation recent Russian military actions, such as bomber flyovers of U.S. ships at sea and last winter’s deployment of the Admiral Kuznetsov to the Mediterranean.
