Электоральные законы и патронажная политика в Украине

Украина может рассматриваться в качестве классического случая ведущей роли патронажной политики в функционировании политического режима. При этом в значительной степени источником её долговременной устойчивости являются не только структурные факторы, историческое наследие или политическая культура, но и конфигурация конституционного дизайна, и в частности, специфические электоральные правила. В особенности, свертывание в 2010 г. конституционной реформы 2004 г. укрепило возможности президента Виктора Януковича по использованию как формальных, так и неформальных рычагов управления, а также расширило клиентарно-патронажную базу его режима. Однако в то же время данный процесс обозначил тенденцию к ослаблению ведущей роли правящей Партии регионов как самостоятельного политического игрока, запустив процессы консолидации оппозиционных политических сил. Новый всплеск патронажной политики в Украине может неожиданным образом скорее стимулировать, чем сдержать процессы политических преобразований в стране.
