Россия, Украина и Трамп: период неопределенности

Москва хочет вывести вопрос Крыма за скобки российско-американских отношений. Что на это скажут в Вашингтоне?

Один из важнейших факторов, который сегодня влияет на действия России – сложившаяся неопределенность после президентских выборов в США. С одной стороны, Запад поддерживает продление санкций, о чем лидеры США и Германии заявили во время визита Барака Обамы в Европу. С другой – Путин пытается сорвать эти санкции и расколоть единый фронт Запада, в частности, воспользовавшись победой Дональда Трампа.

Обама и другие западные лидеры пытаются создать ситуацию, когда Трамп будет вынужден продолжать налаженную внешнеполитическую линию США. Трамп, тем временем, формирует свою команду, в которой уже есть весьма противоречивые личности.

Назначение руководителя Национального комитета Республиканской партии Райнса Прибуса главой аппарата президента является позитивным знаком: значит, Трамп пытается взаимодействовать с истеблишментом Республиканской партии. Соответственно, есть надежда, что сыграет традиционная внешнеполитическая стратегия республиканцев. В то же время новоизбранный президент предложил Майклу Флинну стать советником по национальной безопасности, что вызывает большие вопросы. Отставной генерал-лейтенант, конечно, опытен в военной и разведывательной сфере, но с символической точки зрения, он делал вещи, ставящие под сомнение его беспристрастность. В частности, речь идет о его визите в Россию на празднование 10-летия основания пропагандистского рупора Кремля Russia Today.

Некоторые демократы и республиканцы говорят, что нужно усилить санкции против России. При этом в известном издании The National Interest появляется статья нескольких юристов, по сути, предлагающих вывести вопрос Крыма за скобки российско-американских отношений, сохранить статус-кво Донбасса как части Украины (правда, непонятно, что под этим подразумевается), предоставить ей пакет финансовой помощи на восстановление Донбасса при участии России, США и ЕС в обмен на отказ от сближения с Евросоюзом. Это сказано не прямо, а выплывает из контекста статьи, которая, на самом деле, отображает именно то, чего хочет Россия.

Путин посылает новоизбранному американскому президенту четкий сигнал – Украина не должна оставаться одним из приоритетов внешней политики США, мол, Кремль и Белый дом могут договориться по множеству другим, более важным вопросам.  Например, по борьбе с терроризмом.

Обама, тем временем, пытается продемонстрировать, что в американской внешней политике будет преемственность, в том числе в отношении Украины. И нам это выгодно. Принятая в Третьем комитете ООН резолюция по Крыму, где Россия названа страной-оккупантом, а аннексированный полуостров – временно оккупированной территорией, – является еще одним тому подтверждением.

Таким образом, в США наметилось две линии: Обама, который хочет закрепить то, что было сделано во времена его президентства, в частности, те же санкции; и Трамп, который пока окончательно не определил свою внешнеполитическую стратегию. Нынешнюю международную ситуацию можно определить как период неопределенности. Каждая сторона тестирует другую.
